Stat priority.
Agility > Ranged Hit(7.5%) >= Expertise (7.5%) > Crit > Haste > Mastery
The goal for reforging gear is to juggle the weaker secondary stats into the most effective secondary stats. With that in mind, it can be situational for which secondary stat is currently the best for you. The Reforging process should look like this:
1. Check for 7.5% Ranged Hit
Start by trying to get to the 7.5% Ranged Hit cap, find pieces of gear without hit rating and reforge the weakest stat (see stat priority) into hit until you've reached the 7.5% cap.
2. Check for 7.5% Expertise
Now you want to reach the Expertise cap of 7.5%. Do the same with expertise as you did with hit. Reforge the weakest stats into expertise rating until you are at 7.5% expertise.
3. Optimize Secondary Stats
After you have reached the expertise and hit caps reforge mastery and haste into crit whenever possible.
There is a great addon that a guildie turned me on to called
ReforgeLite. Just click on the link to download. It automatically reforges all your gear with preset stat weights, and if you don't agree with the stat weights it is fully customizable.
