Usually I let these things slide, but because I have a headache, and because you're a rogue (which makes it personal), I'm going to go ahead and give you some of the reasons your app would have stunk even if you'd filled out the proper form and it looked like you'd spent more than sixty seconds on it:
Your spec is wrong. 51/18/2 is the right one. Specifically, you appear to be using the spec from a half dozen content patches ago.
Your gylphs are wrong. Glyph of Hunger for Blood gives you a flat 3% damage increase; how could you possibly think that glyph of Cloak of Shadows would be more appropriate for raiding? Do you think you'll be tanking?? And Glyph of eviscerate is just... I don't know what's sadder - the idea that you might be eviscerating, or the idea that you're not eviscerating and you got the glyph anyway.
I'd call your gemming wrong, but most of your gear is ungemmed. Of the three gems you have, one of them (the crit one) is wrong. Get a spreadsheet.
I'd call your enchanting wrong, but almost all of your gear is unenchanted. Of the one enchant you do have, one of them (that's how many you have) is wrong.
You don't have profs. Usually we'd probably ignore this, but I might as well point out that it's also wrong.
Most of your gear is generally bad. Many guilds, especially on Velen, are willing to give players a ton of leeway, but at your gear level you'd need to be carried through most of ICC, which is just not acceptable for guilds (like ours) still progressing. I'd recommend looking at some PuGs or a super-casual guild in order to at least get over the 200 ilevel hump (UCWATIDIDTHAR?!)
So to summarize: Get better gear, gem, enchant, spec properly, glyph properly, app properly, and then we can talk about all the gameplay mistakes you're probably making.
Cheers!
